又遇title里有中文的utf8编码页面在ie下看一页空白

这是个早就知道的老问题了
却不知为何当年没写blog记录此事

今天又遇到这个问题了
把这一行内容移到之前
问题就解决了
特此记录一下

注：firefox貌似没有这个问题
